Unfortunately the owner waited too long for a simple recoating of acrylic.....the primer has failed in some areas.
The owner faces two choices:
1) Take a chance to"spot prime", then recoat with acrylic....risky that all rusty areas will be covered.
2) Reprime and recoat, as done ten years previous.
I was surprised that the acrylic was so worn, unless the original work consisted of one heavy coat of green acrylic
